I have purchased Shelly RGBW2 and have noticed an extra item in the packaging. It has a central circuit board covered in heat shrink. What is the purpose for it?

Shelly RGBW2 comes with an octocoupler. You can use it in case you want to use a 220V AC switch with the Shelly RGBW2.
